The Government's decision to publish format criteria for the granting of export licences (included in the Report) and the establishment of the EU Code of Conduct on Arms Exports, (comparison of the UK arms export criteria and the EU code of conduct is annexed), provide an additional justification. The size and significance to the UK economy of the defence industries have been sampled and further details sought, especially in relation to Indonesia, China and Hong Kong. Lists of licences granted and refused, together with countries subject to special licensing procedures, and countries criticised in the Amnesty International Report 1999 (including the UK), are also annexed.
