The methods and procedures of the normative development are described and the use of the norms is demonstrated through application to the manual for a new sonar system. The results indicated the version of the manual reviewed to be markedly inferior in readability/comprehensibility to other submarine sonar manuals and to be at a level which will be unsatisfactory for the Fleet sonar personnel reader population.
