While the U.S. military faces budgetary cuts, the Services must place a high priority on systematically testing reserve component training to ensure readiness for the Total Force. This paper will review the development of laws and policies governing the use of reserve component forces as part of the all-volunteer force. Following the development of laws and policies is a historical analysis of the readiness and performance of reserve component combat forces during the Persian Gulf War. The paper argues that the individual Services should systematically test the reserve component forces to ensure training readiness for the Total Force. Testing training readiness during peacetime will ensure the Services have matched mission with capabilities and that forces trained are the right size for the training time that is available. The testing of the reserve components will ensure combat-ready reserve component forces, thus ensuring readiness for the Total Force."--Abstract
