In contrast with other resource industries, common property in fishery resources implies that there is no market mechanism through which access to these resources could be allocated among users. In many cases, governments have been forced to intervene, rightly or wrongly, to fill this vacuum. Economically, rational fishery management necessitates the transformation of common property through some kind of limited entry system designed to optimize net benefits from the fishery. Management planning involves the definition of goals and policy objectives and the development of strategies to assure attainment of policy objectives.
