The National Conference of State Legislatures (NCSL) notes that continuity of government provisions, in addition to other areas of government, include many aspects of the legislative process, including how a legislature is or may be convened in an emergency, succession procedures for public officials, and the location of legislative sessions. This memorandum discusses provisions related to continuity of government that are contained in states' constitutions, specifically those that impact legislative functioning.
