The determination of the distress' frequency level is based on the rater's judgment. The amount of distress a pavement contains has a direct impact on the CRS value for that pavement ... The 1994 Condition Rating Survey was the first survey to collect distress date using the video inspection vehicles (VIV) and the image processing workstations (IPW). The pavements are videotaped by the VIVs and then viewed in the IPWs where the distresses are entered.
