While it is undoubtedly true that prairie hay is the best for Fire Depart ment horses, it is recommended that the specifications call for No. 1 prairie, instead of choice prairie, because there is a comparatively small quantity of the latter received in Chicago, and the probability is that No. 1 would be the best actually deliv ered, even though the specifications called for choice, and the department would continue in t he same unfortunate position as heretofore, i.
