Book excerpt: This publication reviews the use of functional review as a tool for public administration reform in Europe and CIS region. Lack of economic development has stimulated the search for new methods and approaches in conducting reform. Public administration reform is now seen as a condition of success. As a result, answers to the question how the deadlock in administrative reform processes can be broken are sought ever more widely. Functional review is often seen as part of the solution. It is a tool that, if used properly, can help open up issues that previously could not be address. However if improperly used, they can also lead to a polarization of reform debates, and a further entrenchment of positions. This publication tries to answer the question 'how and under what conditions' functional review can work as a tool for stimulating deep reforms. For this a number of key cases from the region were examined.
