Book excerpt: Excerpt from Records of the Massachusetts Volunteer Militia, Called Out by the Governor of Massachusetts to Suppress a Threatened Invasion During the War of 1812-14 The commission is Of the Opinion, therefore, that no illegality has attended any Of the transactions Of the Commission for the Blind in this Commonwealth or any other State where such commodity has been sold. The problem, therefore, that presents itself for consideration is one which deals with the wisdom Of present arrangements, and is, therefore, based upon policy rather than upon an infringement Of the law. It appears obvious that the aim Of the Massachusetts Commission for the Blind is to procure, in so far as possible, the largest possible amount Of work for its unfortunate employees, and this purpose it has effected outside the confines Of the Commonwealth by the arrangement made with Mr. Lewis already discussed in this report. TO dis continue this arrangement would be to install a general system156 economy and efficiency. [j an.
