Book excerpt: The Senate of the 44th General Assembly elects a special committee to investigate the different systems in operation in this and other States and particularly New York, Ohio, and Illinois, with the object of presenting recommendations, facts and figures which will aid in solving the problem of leasing convict labor and utilizing the labor of the convicts of this State. It is claimed that the present system of leasing convicts is detrimental to the best interests of the State, its manufacturing industries and its great army of working people.
