Book excerpt: Excerpt from The Development of a State Policy in Road Building in North Carolina Legislation providing for the construction and mainte nance of a State system of hard surfaced roads connecting county seats and other principal towns of all the counties of the State will be one of the overshadowing issues of the 1921 Legislature. Every section of the State is aroused over our road situation as perhaps over no other question, and are demanding relief. From-the very beginning; the mat ter of providing roads has been left in the hands of neigh borhoods, townships, and counties, in turn, and each method has proved inadequate. Since the advent of the motor vehicle, it is realized more than ever that these smaller units cannot provide funds to construct and maintain the roads so that they will bear the traffic that now goes over them, for no longer is traffic confined to neighborhoods, townships or counties; but is inter-county, statewide and nation-wide. Thus it devolves upon the State to formulate a state policy in road building SO that present inter-county and state-wide traffic may not only be maintained but may be encouraged. The state has gradually been coming to this point of view and it now seems certain that decisive action will be taken.
