It builds upon existing literature to simultaneously examine disparities in the distribution of environmental impacts and in the distribution of financial effects among households. It provides a conceptual framework for facilitating understanding of the disparities in impacts, reviews empirical evidence through a number of case studies, and analyses policy implications.
